Step-by-step guide: importing a car into Italy
Importing a car into Italy
Italy has no CO₂ registration tax: the bill is the IPT (a provincial tax on engine power), a handful of fixed fees and, for non-EU cars, 10 % duty and 22 % VAT. The work is administrative — the "nazionalizzazione" runs through the Motorizzazione Civile, the PRA and, for every EU car, the tax office.
Before you buy
Note the kW on the registration document (P.2): the IPT is €150.81 up to 53 kW plus €3.51 per extra kW, and most provinces add 30 %.
Above 185 kW budget for the annual superbollo — €20 per kW over 185 for the first five years.
Ask for the COC; without it the Italian importer of the brand must issue a dichiarazione di conformità, or the car goes through a collaudo.
Non-EU car (US, Japan, UAE): without EU type approval an omologazione singola at the Motorizzazione costs €1,000–3,000 plus adaptations.
You need an Italian residence (residenza) and codice fiscale to register a car in your name.
Documents you will need
Foreign registration certificate (original) and proof of deregistration where issued
Invoice or purchase contract, translated if not in Italian (a sworn translation may be requested)
COC or dichiarazione di conformità from the manufacturer's Italian importer
For every EU car: proof of the VAT position filed with the Agenzia delle Entrate (F24 Elide with the "quietanza IVA" for a new car, or the used-car declaration)
Your ID, codice fiscale and certificate of residence
Non-EU: bolletta doganale showing duty and VAT paid
Step by step
1
Buy and bring the car in
Drive it on export plates or transport it. Non-EU cars clear customs at the port (Genoa, La Spezia, Livorno): 10 % duty and 22 % VAT on the customs value; the bolletta doganale is your proof.
2
VAT step at the Agenzia delle Entrate
Every car from an EU country must be reported to the tax office before registration. New car (under 6 months or 6,000 km): pay 22 % VAT with form F24 Elide. Used car: file the declaration that no VAT is due. Your agenzia does this online.
3
Conformity and collaudo
With a COC the Motorizzazione issues the Italian registration data directly. Without one, the Italian importer's dichiarazione di conformità or a collaudo (visita e prova) is needed; non-EU cars without EU approval go through an omologazione singola.
4
Immatricolazione at the Motorizzazione / STA
File the application at a Sportello Telematico dell'Automobilista (Motorizzazione, ACI or an agenzia). You pay €10.20 Motorizzazione fees, €64 stamp duties, €27 ACI emolumenti and the IPT for your province, and receive the Documento Unico di Circolazione.
5
Plates and insurance
Plates (€41.78) are issued on the spot; insure the car on its Italian plate and pay the first bollo auto within the month.
Traps
Skipping the tax-office VAT step for a used EU car — the Motorizzazione will not register the car until the Agenzia delle Entrate has cleared it.
The IPT surcharge is decided per province (0–30 %): the same car costs €186 in Aosta and €242 in Rome at 63 kW, and hundreds more on a powerful engine.
Superbollo: a 300 kW car pays about €2,300 a year on top of the normal bollo for the first five years.
Right-hand-drive cars can be registered but need headlight conversion, and dealers price them accordingly.
